At St Andrew’s School (Junior), Character and Citizenship Education (CCE) is at the heart of developing every Saint holistically. Anchored in the school’s vision and mission, the CCE Department seeks to equip each Saint with the skills, competencies, values, and attitudes to become a Servant Leader who leads with integrity, empathy, and a heart to serve others.
Aligned with the MOE’s 21st Century Competencies (E21CC), CCE nurtures self-awareness, social awareness, responsible decision-making, and active citizenship. Through intentional experiences, students are guided to make sound choices anchored on our school values, build meaningful relationships, and contribute positively to their communities.
Key Signature Programmes
CCE is integrated into the school’s curriculum through purposeful programmes that shape students’ character through authentic learning experiences.
1. Developing Self & Relationships:
Form Teacher Guidance Period (FTGP)
The Form Teacher Guidance Period (FTGP) provides a dedicated platform for the explicit teaching of Social-Emotional Learning (SEL) values, while creating opportunities for teachers to engage students through meaningful activities that strengthen teacher-student relationships. This time is also used for one-to-one conversations between students and their Form or Co-Form Teachers, allowing for more personalised guidance and support. FTGP is conducted on a weekly basis.
Sexuality Education
Sexuality Education (SEd) at St Andrew’s School (Junior), guided by the Ministry of Education (MOE), is an integral part of the Character and Citizenship Education (CCE) programme. It equips every Saint with age-appropriate knowledge, values, and skills to make informed and responsible decisions.
Grounded in the school’s values, SEd emphasises respect for self and others, healthy relationships, and personal responsibility. Through purposeful learning experiences, students develop self-awareness, emotional management, and sound decision-making, supporting their growth into Servant Leaders who act with integrity and care in all aspects of life.

2. Building Identity & Values
National Education (NE) Events
Through key events such as Total Defence Day, International Friendship Day, Racial Harmony Day, and National Day, students develop a strong sense of national identity, belonging, and appreciation for diversity.
3. Serving & Leading Others
Values-in-Action (VIA)
Values-in-Action (VIA) aims to nurture in our pupils a sense of care and responsibility towards their school, the wider St Andrew’s family, and the broader Singapore community. As part of the Character Development Programme, VIA provides meaningful, authentic opportunities for pupils to put values into action, fostering empathy, social awareness, and a commitment to serving others. Through these experiences, pupils develop lifelong dispositions of compassion and responsible citizenship, in alignment with the 21st Century Competencies.
4. Exploring the Future
Education and Career Guidance (ECG)
Through initiatives such as the Saints Learning Festival, students are exposed to diverse aspirations and pathways, helping them discover their interests and sense of purpose.
An Integrated Approach to Character Development
These programmes are not standalone experiences. They are intentionally designed to complement one another and are embedded across the curriculum and daily school life- from classroom interactions to school events and community involvement.
Through this integrated approach, every Saint is given opportunities to learn, reflect, and act, developing the character, values, and competencies needed to thrive and make a meaningful difference.

At St Andrew’s School (Junior), Character and Citizenship Education (CCE) is experienced across all levels through key programmes such as FTGP, NE Events, VIA, PAL, Sexuality Education, and ECG. As students grow, they engage with these shared experiences at increasing levels of depth, reflection, and responsibility.
P1–P2: Building Foundations
Students develop self-awareness, positive habits, and learn core values such as respect and responsibility while forming strong relationships.
P3–P4: Deepening Understanding
Students strengthen empathy, teamwork, and social awareness, applying values in their daily interactions and developing a sense of identity and belonging.
P5–P6: Taking Ownership
Students make informed, values-based decisions, demonstrate leadership, and contribute meaningfully to the community.
Through this journey, every Saint grows in character, confidence, and purpose.
